
SACOME has been done a great deal of work on the design of a Flow Through Share Scheme (FTS) and lobbying the federal government to honour its 2007 election promise to introduce a FTS to attract investment for junior exploration.

In mid-May 2010, the Federal Government announced a review of the Woomera Prohibited Area (WPA) examining the future of the WPA with a view to maximising its value to the nation for Defence and economic development for the 20 - 30 years. The review is led by Dr Allan Hawke and will report back to Government by the end of 2010.
The WPA is highly prospective for the resources sector and SACOME is keen to ensure that access and co-existence for exploration and mining activities are optimised for the State of South Australia.

Members are encouraged to make their best efforts to liaise with WPA representatives to try and get the best possible information on the areas in which they are exploring. The Chamber also advises that members seek independent legal advice before signing the Deed of Access.

The SACOME Exploration Committee meets quarterly and is Chaired by Graham Ascough (Managing Director, Mithril Resources). The Exploration Committee is made up of representatives from large and small exploration and mining companies. The Committee is one of the main policy setting forums in SACOME and offers members the chance to feedback issues that are important to them. Some of the issues raised for attention include land access (inc: Woomera and the Northern Flinders Ranges), Mining Act Amendments and Infrastructure needs, especially the need for a bulk commodities deep water port.

The Minerals and Energy Resources Division (MER) of PIRSA has undertaken a review of the Mining Act 1971 (the Act) and Mining Regulations 1998 (the Regulations). The key objectives of the review were to deliver greater transparency, streamlined assessment and approvals processes and improved efficiency for MER’s core regulatory responsibilities. SACOME has been involved in the process of review through our Exploration Committee and a small working group holding a series of ‘pre-consultation’ briefing meetings with PIRSA MER staff leading to PIRSA MER holding an open industry workshop on 20th July 2009 at the Adelaide Town Hall. Members were also invited to write to SACOME with comments regarding the draft Bill. This culminated in SACOME making a formal written submission which was lodged on August 8th 2009.
SACOME representatives have had numerous discussions with PIRSA MER staff and lobbied the major political parties and selected independents regarding aspects of the proposed Bill and various amendments put forward by various parties and independents. A second reading of the Bill was moved in the Upper House on 11th May 2010, with amendments being debated in ‘Committee’ from 20th July – 22nd July 2010. SACOME has concerns about two particular amendments that have been deferred until after the Parliamentary 'winter break', but will be talking to all parties trying to resolve these issues for a satisfactory outcome for the industry. SACOME has taken the lead on the producing a voluntary Code of Conduct for companies accessing rural land for exploration purposes. The Code is designed to foster good relations between farmers and explorers by providing a framework for access to rural land. This is based on understanding and sensitivity by explorers that they are ‘guests’ on private land and appreciation by farmers of the needs and rights of explorers. Representatives of SACOME have met with the SA Farmers’ Federation and PIRSA MER staff and after consultation have produced a voluntary 'Code of Conduct for Landholders and Mineral & Energy Explorers'.
